I guess since Black Nail Polish is all the rage, it only makes sense that white eyeliner would be in style as well. (well maybe not, but bear with me here). Anyway, that's right, white pencil eyeliner was all over the runways at all the Fall fashion shows from Oscar de la Renta to Dolce & Gabanna.
Of course, with any dramatic makeup trend, there are do's and don'ts to wearing it correctly. According to makeup artist Mally Roncal:
[White eyelinter] can be applied in a thin matte line about 1/3" along upper lash lines, around eyes' inner corners, inside the inner lower rim and just along the lower lash lines. Don't go any lower or it starts looking alien-like

2If you see close ups of Tyra Banks, she's always wearing white eyeliner on her bottom lids. It's one of her secrets from her former modeling days.
3a secret that she talks about all the time. lol it does make your eyes look larger, but its hard not to get it on your lashes. i probably wont try this look, because a go for black lashes, and i cant risk ruining them by being messy with white eyeliner. im sure it will look great on others though!!

You can put in in the corners of your eyes for that awake look.

12i normally just use it on the inner corners of my eye..and then like fade it out with black for the rest of my eye..but it's really thin on my eyes..
13White eyeliner is a bit severe. A good choice if you don't want it to look like "too much" but still want the benefits of white eyeliner, check out Senna's Eye Opener. It's more of a soft vanilla color that you apply to only the bottom inner eye. It leaves the eyes looking much brighter. (Just google Senna Eye Opener).

14it's not meant to stand out necessarily, it's to blend and make you look awake. If you wear it on your lower lash line.
Also, before Tyra ever mentioned it as her "secret" (I suppose as that's about right as it's not commonly known, as some comments here prove) even so the tip has appeared in some magazine articles before.
