9I recently met a woman who used to work as a buyer for the Body Shop. She now works for an import/export company that helps source for cosmetics companies and match them with manufacturers. Anyways, like many other things these days, a lot of skincare and makeup (including the big brands) are manufactured in China. She does have horror stories about testing and quality control.
Higher-quality manufacturing is done in Taiwan (different country, not China). The good thing is, regardless of place of manufacture, she says that products sold in the U.S. do have to meet standards w/regards to marketing claims.
