Not sure how to do the netting, but I've had good luck with looking for "feather pads" at the craft store to start with for fascinators, and just using a large gymnastics clip underneath. The pads are just feathers laid out nicely and stuck to fabric. They really do make a good starting point. You can add other feathers, ribbon, whatever, with a hot glue gun.
