Katy was glowing all the way across the red carpet, and it wasn't just from her glow-in-the-dark dress. She always rocks the retro hair and makeup look, and tonight was no exception. She paired her pin-up girl curls with a creamy fuchsia lipstick and plenty of fake eyelashes, for a look that was pretty without going over the top.
