Yep, exactly. It doesn't stick to skin, so your skin doesn't get pulled. A few waxes are like this, too (I always tell waxing virgins to save up and go to Bliss for this very purpose) but sugaring is less painful.

I've been getting this done for a year now, and it hurts less because it only adheres to the hairs and not the skin, like wax does.
